The reasons behind this coalition

We are a coalition of human rights organisations from all European Union states that were specifically investigated by the European Parliament regarding the use of spyware. We take legal action at both European and national level, across Germany, Greece, Hungary, Poland, Serbia, and Spain.

Our alliance emerged in direct response to the failure of the European governments to act on the findings of the PEGA Committee —an inquiry launched by the European Parliament in the wake of the Pegasus Project revelations. Despite the Committee’s clear and forceful conclusions in 2023, and its concrete recommendations to states under investigation, not a single government has taken meaningful steps to implement them.

As the proliferation of spyware rapidly escalates, so too does its abuse by states undermining democracy, silencing of dissent, and violating fundamental rights like the right to access to justice. In the face of this growing threat, we refuse to stand by. We are committed to holding governments accountable for their unlawful surveillance practices and to leading the fight for transparency, justice, and the protection of human rights across Europe.

Mission

We litigate and publicly denounce the unacceptable and disproportionate use of spyware in Europe, especially when deployed by intelligence and law enforcement agencies.

We are the only actors litigating and advocationg at the national level with direct, hands-on expertise in using legal tools to combat spyware abuse. Our work seeks to ensure not only accountability and effective remedies for those targeted by unlawful surveillance, but also concrete safeguards to prevent future violations.

While we operate within national jurisdictions, we do so with a broader vision, recognising that spyware is a global threat that must be addressed collectively as a serious assault on human rights —particularly the right to privacy— and on the rule of law. The building blocks of democracies. Which is why we chose to partner, to enhance cross-border collaboration for litigation and advocacy.

Together we are currently involved in the proceedings for 9 cases in 3 countries. On top of this, we are always discussing the strategic value of potential other cases. We defend and fight for the rights of journalists, lawyers, activists, human rights defenders, and political representatives.

Vision

We aim to be the reference for spyware litigation expertise in Europe, the trusted resource for victims seeking justice. We want our work to be respected, grounded in our unwavering commitment to supporting those harmed by this abusive technology.

Over the years, we have recognised the urgent need to not only monitor and expose these abuses but also to create effective tools and channels for reporting them. We are dedicated to driving accountability, securing safeguards, and ensuring remedies to prevent the devastating impact of spyware.

Our mission extends beyond legal action, we strive to ignite public debate, empower civil society, and advocate for stronger redress mechanisms, the prevention of future harm, and the restoration of the rule of law.
